STEPPED HEALTH SERVICE DELIVERY AND PRIMARY HEALTH CARE
The assessment of recent developments in the Turkish health care system requires an understanding of some basic concepts concerning the health care system and its stepped organisation. Following the trend of subspecialisation in medical practice towards the end of the nineteenth century and in the beginning of twentieth century, the Dawson Report laid out an organizational structure based on different levels of care. However, the idea that primary health care forms the central part of a country’s health system was put into practice in the second half of twentieth century. In our country, that primary care is reinforced and put in the centre of the country’s health system is an ongoing process. In this study the international experience on the issue and developmental process of primary care in Turkey are analyzed.
